The Apprenticeship Conference was convened by the Acting Premier, the Honorable John Murray, M.L.A, with the first meeting of the conference members held on 15 April 1913. The conference agreed to recommend that the responsibility of initiating, controlling, and administering the apprenticeship system be imposed upon the Wages Boards, who may prescribe the conditions of apprenticeship relating to their respective trades within the limits of the powers set forth in the enacted and proposed amendments to the Factories and Shops Acts. It was also decided that provision should he made for the appointment, at the request of Wage Boards, of Special Committees, consisting of members of the trade, and representative of the employers and employees, who would supervise the administration and working of such determinations as might be made by the Wages Boards in relation to particular branches of the industry.
